WHO WE ARE 


People of Asia for Climate Solutions (PACS) is dedicated to promoting people centered climate solutions. Our organization operates through both a China-based and a Philippines-based team, working to build bridges and strengthen communication between China and climate-vulnerable countries on climate change mitigation and adaptation. PACS is legally registered in both China and the Philippines. 


ORGANIZATION FUNCTIONS


Research and Advocacy

  • Analyze China's key role in advancing the green and low-carbon energy transition in Belt and Road Initiative (BRI) partner countries.
  • Focus on Shanxi Province’s transformation from a coal-dependent,high-carbon economy to a green, diversified, sustainable, and technology-driven economic model.


Communication and Outreach

  • Strengthen collaboration between frontline workers, climate and energy experts, and mainstream media.
  • Enhance communication on the urgency of climate change and key international developments.
  • Raise public awareness of climate change issues in China.


Civic Engagement

  • Facilitate exchanges between civil society in China and BRI partner countries on green and low-carbon lifestyles and green employment.Promote low-carbon habits in daily life.
  • Cultivate the next generation of young climate activists.

Research and Advocacy

PACS is at the forefront of transforming Shanxi, China’s largest coal-producing province, from a coal-dependent, high-carbon economy into a diversified and

sustainable model for the future. Beyond China, we advocate for accelerating the green, low-carbon energy transition in developing countries, where China’s role is crucial in driving change. Through rigorous research and strategic insights, we champion scalable, sustainable solutions that address both local and global climate challenges.


Communication and Amplification

We engage deeply with communities directly affected by the climate crisis, as well as with climate and energy experts, activists, and media—both in China and globally. Our storytelling not only highlights the urgent realities faced by climate impacted communities but, more importantly, amplifies the voices of those taking bold steps toward a fossil-free future. By sharing these transformative stories, we inspire action, foster hope, and reinforce the possibility of a world no longer defined by the fear of climate catastrophe.


Civic Exchange

PACS fosters dialogue and collaboration between civil society groups in China and Belt and Road Initiative (BRI) partner countries to build a shared vision for collective climate action. We also empower the next generation of climate leaders —particularly youth—by equipping them with the tools, knowledge, and platforms needed to shape resilient, sustainable futures. Through nurturing local talent and facilitating cross-border partnerships, we are laying the foundation for a global movement toward a climate-safe and climate-prosperous world.
